Meta has estimated that losing the case could expose the company to penalties of as much as $1.4 trillion, according to reports citing Bloomberg. A settlement would likely be substantially smaller and would convert an uncertain legal liability into a defined cost.
29 States vs. Meta
The federal trial is currently in its second week in Oakland, California. The case involves 29 U.S. states, which accuse Meta of designing Facebook and Instagram to encourage addictive use among children and teenagers. The states are seeking both financial penalties and changes to Meta's platforms.
Four states are leading the case:
- California
- Colorado
- Kentucky
- New Jersey
The lawsuit also includes claims that Meta violated the federal Children’s Online Privacy Protection Act (COPPA) by collecting personal information from children without parental consent and using the data to train machine-learning and generative-AI models. Meta denies the allegations.
The Numbers Behind the Move
META closed the previous session at $570.05, up 1.97%. Earlier Wednesday, Reuters reported the shares at $578.80 in premarket trading, up 1.5%; the stock subsequently reached a premarket gain of about 4%.
Despite the rebound, Meta remains down approximately 13.6% year-to-date, while the Nasdaq Composite is up roughly 12.5% in 2026.
Wall Street remains bullish on the stock:
65 brokers tracked by LSEG have an average recommendation of “Buy.”
The median analyst price target is $750, roughly 32% above the previous $570.05 closing price.
What the Market Is Pricing
The immediate catalyst is not higher revenue or stronger advertising growth. It is the possibility of removing a potentially enormous legal liability.
The numbers are the core of the trade:
| META premarket high: | +4% |
| Previous close: | $570.05 |
| Potential trial exposure: | up to $1.4 trillion |
| States involved: | 29 |
| META YTD: | -13.6% |
| Nasdaq YTD: | +12.5% |
| Median META target: | $750 |
| Analysts covering META: | 65 |
A settlement would not eliminate Meta's broader regulatory risks, but resolving a case carrying a theoretical liability measured in the trillions of dollars would remove one of the largest identifiable legal uncertainties currently hanging over the stock.
